I am writing to urge you to VETO Senate Bill 897, which would impose discriminatory work requirements on people who rely on Medicaid. We have a responsibility as Michiganders to care for the most vulnerable of our neighbors, and this heartless legislation would hurt our communities.

Medicaid provides basic access to health coverage, and it is vital for the more than 3.8 million Michiganders impacted by diabetes. When people can't afford the care to manage their diabetes, they risk costly and devastating complications and even death.

While federal law allows for Section 1115 waivers to launch new programs, they must "promote the objective of the Medicaid program."  Work requirements do not meet this standard. Instead, they are another hurdle that Medicaid-eligible individuals must overcome to access medical care they need. What's more, work requirements block access to very healthcare that people need to be able to work.

Adults with diabetes are more likely to be covered by Medicaid, and access is key for low-income individuals. According to the Kaiser Family Foundation, most people on Medicaid who can work do so.  In addition, the Heritage Foundation and the Center on Budget and Policy Priorities have concluded that, rather than encouraging employment, Medicaid work requirements will lead to higher uninsured rates and higher emergency room visits by uninsured individuals who would have been eligible for Medicaid coverage.

A National Bureau of Economic Research study concluded Medicaid coverage increases use of primary and preventive services, lowers out-of-pocket medical spending and medical debt, and results in better self-reported physical and mental health. In addition, Medicaid enrollees are 15 percent more likely to be screened for diabetes than uninsured people.  Centers for Disease Control and Prevention (CDC) data shows that prevention programs and early detection can prevent the onset of type 2 diabetes and reduce state spending.

On behalf of the 3.8 million Michiganders living with or at risk for diabetes, I urge you to VETO SB 897.
